The local office clerk asked me for 2000INR to issue a death certificate. He had the certificate on desk for little over a week by then, he would make me come again and again until I ask him what is taking so long and he informs me that he needs something in return to issue the certificate. when I asked why should I pay, he just told me, either I pay now and get the certificate or wait for eternity to get the death certificate.
