I was driving from Bangalore to Goa to attend rituals at a temple in south Goa. Soon after i crossed Dharwad, i was stopped and asked to produce Pollution certificate, the sub inspector tells me to be prepared to pay rs.3,000 fine unless I settled the matter. Then he collects rs.500 and asks me to get the pollution check done at Alnavar ( about 25 kms from the spot ). So its a business on either side. The folks at pollution check centre smile as soon as you reach the spot, they ask how much i paid. There were many like me waiting to get check completed. Looks like the cops and pollution check shop are hand in glove. The increase in traffic fine is only making the cops richer. They have NO intention to enforce penalties knowing the fact, people would simply pay to evade hefty hefty fines. The cops make their intention very clear, scare you with heavy fine soon after you are caught , one obviously pays bribe, where the cops get friendly soon after, rude otherwise.
