NO GOVT CONTRACT WITHOUT PAYING LARGE AMT OF BRIBE

For getting any contract / supply work of Govt of Assam, the bribe percentage is 20% to 45% to be paid to the top level officers, agent of concern minister, ministers before getting the work order. It is a regular phenomenon here in Assam. How can we expect quality of Goods/ work from the contractors as 50% already been paid to the official for getting the work order. Specially in Karbi Anglong District the govt engineers themselves take the contracts / supply job in their relatives and friends name. more than 80% of the work done just only on papers , no physical existence can be found. Dont know what Vigilance dept is doing ????
