This is a wide spread "ritual" in india.. our passports never come in amounts they must come.. i am a student in a prestigious college one of my friends wanted a passport.. d place we study is not actually a big city and the stupidest thing one does is apply passport thru an agent.. apart from agent charges, we have to grtify the local constable who comes for verification with an amount which is more than the passport itself.. when asked why or make face the answer we get is "ye upar bat ta hain saab" this is ridiculous, we dont earn neither can we go against him.. whom will we approach if the civil protectors themselves are corrupt.. the fears we have 1. our passport delivery may get delayed if the verification is not smooth 2. they might harm us in case we support 3. we have no support for any kind of complaint
when i asked my friends why cant we complain, they laughed at me, i argued a lot and ended up silent.. this is very common in towns, while in cities they dont ask directly but the amount is comparably less.. the amount even mounts upto 3000 in some places depending upon the location and urgency.. this is really unfair.. the biggest issue is "the police" itself is doing this!!
