Detailed profile of JanaAyukta Dr Malati Das

Dr.Malati Das has worked as an IAS officer in the state of Karnataka. She retired as Chief Secretary She has held key posts in the government such as Additional Chief Secretary, Principal Secretary, Planning and Statistics, Principal Secretary, Higher Education, Secretary, Women and Child Development, and Secretary DPAR to name a few.

Education: Dr. Das did her BA (Hons) and MA in English from Delhi University. Later she read Political Science at the University of Hawaii U.S.A as the recipient of an East West Center grant. She has an MA and PhD from UH. Her PhD dissertation focused on gender and public policy.

Areas of expertise: economic policy and planning, gender policy and planning, education, human development, governance and e-governance, social groups, poverty and livelihoods.

As Additional Chief Secretary, Planning and Statistics, she developed the conceptual framework, and managed the preparation of the Karnataka Human Development Report 2005 which analyses the impact of budgetary outlays on human development outcomes and is unique among all state HDRs in its analysis of the human development of the Scheduled Castes and Tribes in Karnataka.

As Secretary, Women and Child Development, she developed a gender action plan for the state known as the Karnataka Women’s Development Plan. In collaboration with ISRO, the department introduced a unique, satellite-based, training programme, of first time elected women members of gram panchayats who were encountering many challenges. The basic training module is still used for training by the state because of its contemporaneity.

She chaired the Steering Committee for the World Bank sponsored Sector Report on Education in Karnataka 2001-02, Eduvision 2000 which sets out the education policy for the state.

Dr. Das has worked with the World Bank as a consultant in Ethiopia, and wrote two case studies based on field research and developed an economic empowerment project for women.

She was Visiting Professor at the National Institute of Advanced Studies (NIAS) Bangalore.
