During a recent visit to the office of the Subregistrar of Registration and Stamps in Pune I paid an amount of Rs 100/- for documentation . When I asked the clerk for the receipt he just smiled . I then asked him for the break down of rs 100/ - . He stated that out of Rs 100 , Rs 20 goes to the Govt and the rest goes to his pocket . He stated this quite casually . At that time I kept quiet , but inside of me there was an anger and the need do something which would end this corrupt practise at least in this Govt department . This office is the interface which comes into contact with citizens everyday for registration of documents and payment of stamp duty for Land transactions and registration of documents in Maharashtra.
I went back home and browsed over the matter for a few days and then resolved to kickstart the process for exposing corruption . I filed an RTI application addressed to the head of this department in Pune enquiring the process of the working of these offices in Maharashtra , who supervises them , are receipts issued for all transactions undertaken by these offices ,efforts being made furthering the computerization of these offices so that there is less scope for corruption etc . I am waiting for the response to my application and would then take it forward . The intention is to eliminate the corruption existing in these offices so that the common man is not harassed in his day to day interaction with the Babus in these offices .
