Bribe for disconnection and removal of defunct/dummy electric pole in my site

I am the allottee of Site No.11 at Deepa Nagar, Deepa Housing Society, Bogadi, Mysore. There is an electric pole in my site which I was told is a dummy or defunct one. As I want to construct a house, I approached the Society to get the electric pole removed and submitted an application to the Secretary of the Society who in turn called the lineman of the area and handed over my application to him for necessary action. After a couple of days, the lineman called me and asked for an amount of Rs.8,000 for the work to be carried out. As I was not prepared to pay this amount, I approached one Mr. Sandeep, Junior Engineer, CESCOM, Bogadi, Mysore. Mr. Sandeep first demanded Rs.4,000 for the work to be done and then reduced it to Rs.3,000 which was paid by me. Now, the electric pole has been disconnected.
