Bribe for signing an export bill

I was been forced to pay bribe for an export shipping bill. The reason for which the Customs officer at TRWAY CFS, Chennai was asking bribe is.
Officer says as per IEC, the exporter is Merchant Exporter and only Manufacturer exporter can export.
For Merchant exporter bill, you need to pay a bribe of Rs. 500 per shipping bill.
I had two shipping bill for clearance and i was forced to pay 2 X 500 = Rs. 1000/-
