Bribe to get Police verfication certificate

I had to go out of country on work permit.For this i need to get Police verfication certificate.According to rules ,to obtain Police verification from particular area,you need to be resident of that area for atleat 6 months. As its been only 15 days in Pune, i was asked to paid bribe so that i can get certificate.Although i had no crminal records,yet i paid bribe.
