Bribe for registerin leave and license agreement

On spetember 7, 2011, at Sub registrar's office I had to pay a bribe of Rs 3000 for registering my Leave and License agreement. The lease is for 11 months. stamp required was Rs 1000 and registration charge Rs 1220. against this they took Rs 5000 in cash. I protested with my broker but he said it is all set and the rgistration won't be done without paying. we had taken a token the previous day even then we had to wait at least 2 hours before our number came. The officers in the office were very casual, playing loud music on their mobile and openly putting cash in their pockets. Outside the office Citizens Charter is displayed which says it should not take more than 30 minutes. Also number of ACB is displayed. The thing is that they can reject your document on any excuse and make you run around for several days unless you pay. even if Lokpal bill is passed it is not going to help in such situation where petty officers have discretion and the guidelines for documents are vague or nonexistant at best.
