Charged Rs 120 for Adhaar enrollment

I was forced to pay Rs 120 for my Adhaar enrollment. When I refused to pay the money, citing that the registration is free, the operator said that it is center's fees and I have to pay it.
Unwillingly I had to pay the amount.
