Clear passport verification

I am apply for the passport. There is a verification in the local police station for any cases against me before clear passport application. For clearing my passport application the constable in the police station asked for rs 200. But there is no cases against me registered. I paid that. This is same for all who apply for passport irrespective of cases. This is happen in most of the police stations in and around tirunelveli.
