At the R. K. Puram RTO, an agent asked me for a total of Rs. 4,000, out of which I believe about 3,000 went to various officials, for "quickly getting me my DL."
I didn't want to get my DL quickly! I just wanted my DL in a proper manner. Alas, the Government creates so many bureaucratic hurdles - about 20 forms for a DL! - that an average citizen just wants to just pay up and get the hell out of there.
