Corruption in GST Refunds

All the officers of Kalyan (Maharashtra) Sales tax and GST department ask for bribe. How to name one when the whole department is corrupt.
If there is any sales tax notice, and if all the requirements are complied in respect of notice then too officer ask for bribe to pass the order.
In GST refund the officers are asking 10% to issue gst refunds. Its total harrassment to all the dealers. If you fight back then they will not process your gst refunds for all unnecessary reasons and will treat it as defect application.
These is a complaint against the mechanism of whole Kalyan Sales tax and gst department.
A common man and a professional CA like me has to face so much hardships.
I am afraid to name a single officer, as if he gets saved then he will have anger on dealers and professionals.
