Corruption in Railway reservation

There are travel agents who will charge 400 to 500 rs and gaurantee an Tatkal ticket and the agent tells me that he pays the railway person 3/4 of the money. Any ideas on how this is going on? I thought with the online reservation system all these kinds of possibilities are gone. Looks like some innovative method is found between travel agents and **********.
