Customs duty on old tv

My friend had taken his old TV from chennai to pune by flight. As soon as, he was about to board the taxi, the customs inspector walked towards him and asked for the original receipt of the purchase and asked if he paid octroi/tax on this tv.
The TV was old, originally purchased in pune itself. The friend when moved to chennai, had got the TV their and now was returning back with the TV. The original cost of 12,000/- for a TV of 4-5 year old, the inspector was putting up depreciated price for 10,000 and asking to pay tax on it. On top of it, he has refused to give back the original purchase receipt of the transaction. Finally, someone walked towards us and asked to pay some sum from backdoor, the officer their at the office accepted Rs 200 and let us go. We had no time for going though the official rules and had to pay the amount as the officer was wasting our time in arguments about the cost depreciation and all.
