Forced to pay bribes for replacing burnt meter

Our electric meter in the apartment got burnt and we learnt that it has become a regular occurance as the metres have expired. However, when the metres get burnt a request has to be raised to bescom too replace them. The official charges are 2500 Rs. However, as per the apartment electrician as well as association members, it is standard practice to pay 5000-7000 Rs to actually get it replaced. The ask from the bescom person we contacted started at 9000 Rs and has been negotiated to 7000 Rs. If we don't pay it we won't get electricity :(
