Lost mobile and certificate to purchase new SIM

I lost my mobile on 30th May 2016 and immediately reported at nearest station. To procure new BSNL sim, they need a clearance certificate from the inspector and for this i was asked to come in evening. Later in evening, the reception was very poor and was asked to pay Rs 100 for getting clearance certificate. Its just a matter of minute and that too filling in a word template..shocked to see this state of India.
