I don't know the name of the officer, but only one guy takes care of marriage registration in Kakinada - Sarpavaram SRO Registration Office. I told him that the marriage registration fee is only 200 Rs as per the government notification, but he kept on telling me that he needs to pay the formalities to other officers, so he cannot take 200 Rs for marriage registration and took 3000 Rs for registration. he did not accept the fees of 200Rs from me until I gave 3000Rs. This is brutal and crazy. Officers publicly demanding bribe and not proceeding to do the work unless paid.
I would suggest you to do the following in case you want to test it. Just go there and say that you want to register a marriage and ask for the process and fees. (The government prescribed fees is 200Rs)
