Meter name change - Builder to Resident

I have taken possession of my flat in outer ring road, Bangalore. I wanted to change the meter name from builder 's to my name. I went to near by BESCOM office and they told lot of stories and finally they said if I pay 1500/- it will be done without any issues. I paid that and the work is in progress
