My Dad had to pay 200rs for police verification for Passport

My Dad is an aged person with clean police record.but still he was asked to pay 500rs to complete the process of police verification.When he denied amount was decreased to 200rs and he was warned that if he wont pay 200rs,his police verification process will be delayed.so he had to pay the amount :(
