No receipts are provided after collecting the fine

I parked my car in no man land near fortis hospital, I found a ticket on my car stating parking violation and my car was clamped. I called up the mobile no mentioned in the ticket. Soon a police officer came and collected the fine but refused to provide receipt. This way all the amounts collected goes into their personal account and not to the government account.
