Paid bribe to change the ownership of electricity connection

I wanted to change the name of owner for electricity connection. But when I went to office I was told to bring form D for same and which was given by a Junior Engineer of the same department. When I denied to pay bribe, I was denied for concerned form immediately. I had no other choice but to paid bribe.
