Hi all,
I went to get my learners licence at Attapur RTO office and was asked a bribe of 1500 INR for issuing the same and there was no direct involvement of Officers, the person whom i paid was the guy who stands at the Vehicle parking area and he wrote a code on my application and on seeing the code the officers came to me and helped in all the stages of the Licence issual.
