Paid Bribe for Lost/Stolen Report

I lost my wallet. It contained PAN card and licence. I would not have bothered if I would have lost money only. However, PAN card and Licence being important property, I thought of filing a lost/stolen report. I went to nearby police station to log a complaint. However, I was been told you need to get affidavit and then log a complaint. I thought policeman was not aware of the procedure, so I went away thinking I will give another try. I went to same police station after a week. this time I was meeting another police and trust me I was glad, thinking this time my report will be registered. He asked of every detail needed to register a complaint like what all things were there in wallet, which place did you lost, my age, my occupation, etc. After all these investigation he told me "thoda kharcha lage ga" (you will have to incurr some expense). I did'nt give a heed to that, I told him I just want to file a report and just give me report number. He uttered same four words "thoda karcha lage ga". I said I just want to report of my lost wallet. He kept uttering the same words "thoda kharcha lage ga", until he realised that I was not willing to give him even a single penny. He then said the person incharge i.e. a policeman who write lost report has gone out to solve some urgent case, so come next time. I went back thinking next time I will be able to log a report.
Again, after a weeks time to went back to same police station. This time again I met another policeman. Same old investigation started. Name, what was lost, where was it lost, how did you loose it. Again the policeman told me you will have to incure some cost. Frustrated I ask how much. He said atlest Rs 500. I said I don't have more than Rs 200. He said you will have to spare atlest Rs 300. Abruptly, I remove Rs 300 from my pocket and gave it to policeman.
Finally, I got a lost/stolen report.
