Passport Verification Bribe on behalf on my wife

I got married in Aug and applied for my wife's passport in new name. The ********** that I mentioned is not correct as this happened during Q2-Q3 of 1999. The constable/officer who was doing the verification openly asked for Rs 500 as bribe to process the file and move it up the **********.
