Paying agents for a license

I did my learners licence myself - without having to pay any bribes. However, things were getting tough for the DL - I needed it urgently and most people I spoke to said that they fail people at least two-three times if they are going through the normal channel.

The people who go through agents go to a completely different ground.

If you go through agents - Just do one round of a big ground in your car/bike. There are a lot of people and the inspector barely even pays attention. One person who was in my group kept stalling the car and could not even manage to finish. The agent said that the inspector had failed him, but went up to the inspector later, pulled him aside and soon came back saying that he had been passed.

If you go through normal routes - you are expected to do figure 8s around a really narrow small track along with 10 other people who are stalling all the time in front of you making it really difficult. There are a whole bunch of tests which I saw later, which made me feel - why is there such a big obvious difference?

Somebody please do something about this.
