Police Man waves me to stop - no reason

I was driving to ********** with my family, a trafic cop just waved me down, asked me for the Vehicle RC, License and Insurance. I produced all but he asked me to get off the car and told me I have to pay Rs.1700.00 for not having a pollution certificate. When I told them 3 of them that the car was only 7 months old, they demanded Rs.500.00 I paid because my young daughter started crying seeing the police men.
Then the Police men gave me a slip to ensure that there would not be any further looting of this kind!
