Police taking bribe for Passport verification

I had applied for my kids passport. The passport arrived two week's back only. However, a police officer turned up yesterday for passport verification. I find it rediculous that police verification is taking place after the passort is issued - rediculous.

Now this police verified all the documents and although everything was found perfect, he said you will need to come to police station with your kid with al the documents. When my wife asked why - then he said once your husband comes home I will discuss some alternative adjustments with him. So my wife understood and offered him 500 rs and he immediately cleared teh verification process.
