Talking on a call phone and ignored when the cop tried to stop

I coudnt hear thru the bluetooth so used the phone to talk during driving and ignored when the traffic police stopped me.
It was my mistake and i admit it. When he caught me he said that my licence would be suspended for 3 months and 1200 rs fine. I told him that i need my license as i have to drive to my office daily. The cop said if i pay 1000 rs he wont take my license. Finally he agreed for 600 rs. I had broken the rule and could not afford loosing my licence so i had to pay it. I know paying a bribe is a crime but cant help. Our city transport is hell.
