We are forced to pay bribe to rickshaw walah

I CONSIDER EXTRA MONEY PAID BY US TO THE RICKSHAWALLAH AS A BRIBIE, because without that you can move them an inch forward.

Everyone of us has had an experience where the rickshaw wala or the cabie has asked us to pay fare that is more than what we are suppossed to pay for the ride. I have been a victim of the same so many times.
Place: Pune, Baner
Rickshaw stands: ********** Hotel.
On a Saturday morning I wanted to a rickshaw from Baner to Aundh. The distance is a mere 4 km and the fare should not be more than Rs.35/- There is a rickshaw stand here. All richshaw wallahs unitedly decide that they will not take the passengers anywhere based on the meter. When I asked the reason, following was the dialogue:
Me: Why are you charging me Rs.120/- for a 4km ride?
Rickshaw walla 1: Because we come back empty.
Me: But the place where I want to go has a decent rickshaw stand where lot of people are looking for rickshaws. You dont have to come empty!
Rickshaw walla 1: No we dont wait anywhere. We come back here.
Me: Why?
Rickshaw walla 2: Thats the way we operate.
Me: I can complain to the traffic cops.
Rickshaw walla 1: Sir the petrol rates have gone up so much. What can we do?

And the debate goes on. Since they are all united no one agrees to come!!! Sadly there were students from China who could barely speak English. Richshaw wallahs asked them to pay Rs.250/- till Aundh (again, 4kms) and poor people had to agree...I also had to agree...
I called the RTO people to report this. They asked richshaw number and I gave it to them (MH-12 FC 1977). They said they will soon send their van to the spot and check out that guy. But what if he was not there by the time they reach? RTO had no answer.
