Why Do we need to pay to get clean report or proof of clean background for passport police verification!

I know i am not the 1st person to say this but yes we have to pay to get a clean report for the proof that we have clean background to police verification officer for passport. If we retalitae about this & dont pay them they might enter the wrong report for us which'll ban us from getting passport from our GOVT forever..... or they can make us wait unless we pay them for THE SERVICE THEY PROVIDE US! Do we actually need to pay them just to get the report clean! I dont think so!
