Getting a Driving licence= $$$
It all started when I went to my zonal RTO to get a learners licence. To my surprise, even to get a form to fill, one has to pay a bribe to the person at the enquiry counter.
I was expecting this, but what I later discovered was even more shocking.
Touts started gathering around me to help to fill out the forms. I inquired about the rates and found out that if I pay a mere Rs. 3000, I am not even required to take a driving test. All i need to do is give a photocopy of my documents and the licence would reach my residence in a couple of days.
No wonder the conditions of the roads and the traffic is so bad in the city.
