If goods are supplied by seller to buyer on credit from one state

• Commercial Tax, Sales Tax, VAT
• C Form

If goods are supplied by seller to buyer on credit from one state to another, i.e. Interstate from Punjab to Haryana, prior to imposition of GST, @2% CST and buyer assures to provide C Form to the seller but latter on due to some vendetta refuse to give C Form to the seller, then 1) What harm will it cause to seller? 2) what is the remedy available to the seller to get C Form from the purchaser?
