200 rupees hafta weekly for no license of shop estb.

I have a small shop of fast food - chinese which is rented, since its a initial start buisness, just 25days old and it takes time to get all the necessary/ mandatory license...bcz of this the cops r coming evry now n then one by one and threaten us that if we wont give hafta of rs.200/- thy wll close the shop and i seriuosly i m against bribe and also want 2 get necessary doc asap.. but the prblm is that evn the issuing authority takes some time in giving it. so i have no option rather than paying these police constables hafta of 200rs. evry week. so that i carry with my business for me and family livelihood. pls help me
