Bribe demanded in Nlr R.o

I went to the office for my land registration as i am buying the new land in registration office they are demanding according tot he percentage . there sub-registrars are so cruel and they are not doing public service they are doing self -service .But many times complained to ACB but they are the close circles for the above officers so they are not taking care of the public.
