Bribe for carrying Alchohol from Pondicherry

We were carrying Alchohol from Pondicherry to Chennai. The officer told that this was illegal and he asked us to pay bribe.
Rs 1500 paid and packed alchohol bottles confiscated.
We understand that it may be not entirely legal.
But there is no information given to the citizen on this. We were not knowing what are the rules.
We should be informed. Police was not at all cooperating.
