Bribe for not having PUC

I was on my moped, I received a call and had to answer it. itook my moped aside and was holding phone. The traffic cops saw me talking over phone and held me for this offence. I convinced them that I was just standing asise and having a talk. They considered it but asked for Puc and insurance papers. Unfortunately I didn't had PUC with me. Hence I had to pay Rs.100 for it.
