Custom bonding/debonding for STPI registration

For any sort of work to be done at customs department, we have to bribe, else they raise un-necessary issues, and keep the file pending for months. I started a small software company in Pune, and got it registered under STPI. One stupid clause is you get your premises custom bonded, even if I didnt had any imports. For getting this bonding, I had to go via agents, who were essentially asked to pay bribe to the officers. I tried doing myself, but they didnt enertain at all and ask to come many times. This is pathetic :(
