Customs officer said, he will not release the parcel until I paid the penalty. I am the sender. There was no intimidation from the customs department to the addressee that they are detaining the parcel. There was no reason for detention, since the value was within the gifting limit. They asked the addressee for a proof which was duly presented.
Since they could not find a fault on our side, they mentioned 'delay in approaching them' and storage charges at their warehouse. They asked for INR13000 shamelessly. When the addressee argued that there was no intimidation and she visited the post office multiple times to check the status, they brought down the amount to INR7000.
Of course no receipt was given and immediately the parcel was released for delivery.
I made a complaint on indiapost.gov.in asking for an explanation but they close the complaint
almost instantly.

The tracking number for my parcel was EM997969639US - The tracking map itself reflects how the parcel was irrationally detained and then suddenly released.
