At 1.30 Last Night after i took a left from Mega Mall Oshiwara to reach Goregaon (Link Road) i was stopped at a Naka Bandi.

Hawaldar: whr r u going?
and came to my face to smell me
Me: Dropping friends home

Hawaldar: License

I showed him the License
I added, sir we were just watching a movie at PVR ECX and i am just going to drop my friends home she stays here only

Hawaldar: tum log enjoy karte ho, hum log raat bhar aap ke liya ghiste hai

Insurance and PUC dikhao!

Both my Insurance and PUC had lapsed in the past 2 months, the Insurance was renewed but the copy was at home but i had not renewed my PUC and i was at fault.

Hawaldar: PUC and Insurance both are not there so pay fine of 2000.

I told him sir i have the Insurance and can bring it but he gave my license to the senior in the van

Senior: Fine is 2500/-
1000 for PUC and 1500/- for Insurance

Me: ok sir, you will give me the receipt right?

The hawaldar by that time brought another guy's license and the senior murmured smthing to him.

He took me out of the van and said pay fine 4500/-

Me: but sir your senior said 2500/-
Hawaldar: No u have 2 offenses
2000/- for PUC and 2500/- for Insurance

By this time it was clear they were fooling around as i even had a female colleague in the car! so i said ok sir take the money and give me the receipt.

Halwaldar looked at another Halwaldar and said: saheb la police station gheun ja (take sir to police station)

Me: but y should i go to police station
Hawaldar: because you want a receipt, you will get it there only.

30 minutes had passed in this and i knew nothing will come out of this and they will only trouble me in the police station.

Also in these 30 minutes i saw many people paying them bribes and going, one drunk guy was also left after sm1 called the senior on his phone!

so finally i said the magic word "sahab kuch samaj kar le lo"

Hawaldar: you should have said before, now senior also knows so give 1000.

I paid 500, he kept insisting to top it with something so another 100 i gave.

Shame on Me! But i had to drop the female colleague home and did what i thought was right at 2am at night.

Question:

a) Is the POLICE right in fining for PUC and lapse of Insurance as this is the duty of Traffic Police?

b) It should be mandatory to mention the fines in a big standee at every bandobast as these people only torture you knowing that its late night or you have a female colleague with you who is getting late to go home!

c) And why was i told to go to the police station to pay the fine?
