Had to pay bribe to Spdt of customs office at EMS

I had gone to the Office of the Spdt of Customs office located at the EMS centre in Vile parle near the Domestic airport. I had a parcel of some machinery spare parts to clear. I had all the necessary documents like iec copy, product catalogue etc with me but the customs officials present at the assessment dept told that as per their new circular applicable only for import of dutiable post parcels, importers are required to submit extra documents like the " Chartered Engineer's Certificate and Certificate from the seller"

It is not possible to get a "CEC" from the foreign sellers for any low value sales in case of spare parts etc.

I told the officials present that I was willing to pay the full customs duty applicable. But it seems that they were into collection of bribes one way or another. The 3 officials told me that my shipment clearance will be delayed or stalled even if I am willing to pay the full duty, as they will have to make and put up the file to the higher authority That is. " Asst Spdt of customs" and they told me that even then my parcel will not be cleared because I didn't have all the documents as mentioned in their new notice or circular as pasted outside their office board.
The 2 lower rank officials directed me to their superior officer named Mr Ponda, who adked me to pay Rs 7000 and said that my parcel will be cleared immediately without any problems and no need for the additional documents.

I had no options but to pay the amount to Mr Ponda and get my work done.

I think that the customs office have deliberately put such absurd notice asking for unnecessary documents to trouble small importers and force them to pay up the bribes to clear their goods.
The same continues till date...
