My father had to pay for my passport verification

The police simply asked for 500 as "chai-paani".. and my father didn't have any option... he didn't want my passport to be stuck somewhere in Police files... the fear factor so huge because of lack of transparency, that we can't do anything in such cases... Address verification for passport should be taken care of by an independent body.. not by the police...
