No platform ticket

We forgot to buy platform ticket when i was holding my mother in law and my wife was carrying her luggage when we reached kurla terminas to see her off. While returning TT stopped us and ask to pay fine of 280 each. While i was almost ready to pay he himself said that ok pay only for one. Then he said ok pay 100 in cash which we did and left that place. Processes should be if we forgot to buy a ticket, while holding one of us there, he should have asked another one to buy ticket immediately.
