My wife and I moved to India recently and wanted to convert our international licenses (US) to Indian licenses. Even after paying an "agent", we were harassed by the small "boss" who said that the OCI (Overseas Citizen of India) was not a valid ID proof (even though it is issued by the passport office). The big "boss" then kept asking whether my wife had an address proof even though she had her OCI and bank statement. Eventually they approved our application and I paid the "agent".
