Paid bribe for matric certificate

I passed matriculation from BIHAR board in 1984. now i am settled in Mumbai. for passport purpose i needed my matriculation cert. which was lying with school. My mother went to my school. but to her surprise, clerk asked for bribe to oblige. due to age problem(she is 68 years old) she did not want come again and cert. was given to her only after she gave some money(rRs.200.00) for Diwali sweet.
