Proper yet improper

As per the norms only two foolproof address proofs are required but I had submitted 5 Documents yet I was asked to present some more. When I said I don't have them, I was told that your application will be blocked and wont be forwarded to the last stage i.e. CID. It was urgent for me as I had to give my passport details to first company where I was recruited.
