Asked by tout for Rs. 500 to get updated Encumbrance Certificate
The Shivajinagar Sub-Registrar office in Domlur BDA Complex (near Domlur bus stand) is a hotbed of corruption.
When I went to get my marriage certificate on 20th June, I saw cash being handed to the officer sitting in right corner of the main room by unauthorised persons. The cash was kept in his pocket/drawer with no receipt being issued. Though I was not asked for a bribe for my marriage certificate, they made me wait for 5 hours to complete a data entry taking 10 minute while dozens of data entry jobs were done in the meantime.
On 23rd June I went to the same office for EC and was asked 500 Rs "fee" by a tout on first floor of the building if I want my EC done in 1 day. I refused and the sub-registrar officer took my form and told me to come back in 5 working days time. Meanwhile the HDFC officer was able to get the same EC from JP Nagar sub-registrar office within 2 days without paying a bribe.
