Bribe for not weighing language

This happened about 20 years years ago-

I had gone to Mumbai to pick my cousin from the airport as she was coming fro US to visit India. As she wanted to experience train journey, we took the train from Mumbai to Bengaluru with 2 big suitcases. After reaching the train station, a ticket collector approached me and asked me if I had paid for the excess language. Since I did not know I had to I said no and he asked me to come near his office to weigh the language and see if there is excess. We had excess language and he said the fine was 500 Rs. The coolie asked to come to the side and said pay the officer 250 and he will let you go. I yelled at the collie to mind his own business and went to the office and asked if I could see his ID. This officer was not in railway uniform and was startled by my question and said no one has asked him that question before. I told him if he does not have an ID I will not speak to him and challenged him to whatever he likes and told the coolie to walk towards the taxi stand. The officer asked me to stop and said he will get someone with an ID. Another officer came and asked the 250 Rs directly. I told him I rater pay the 500 Rs to the Indian railways than 250 to him and paid the fine.
