I visited the JP Nagar registrar office (in Karnataka) recently to procure a Certified Copy of Sale Deed AND the latest encumbrance. I want to share the experience because it’s just not clear how much needs to be paid for these documents as it is not displayed anywhere. And the guy at the Counter fooled me into paying more, but I got my money back.
The Certified copy for Sale Deed is typically at 10rupees per sheet. Mine was a 20page document, so the official charges are 10×20 = 200 + some other charges of 45 rupees. The total should be Rs.245/- and I saw this recorded in the register that the guy at the counter maintains. Since I didn’t know this initially, he asked me to pay Rs.320/-, which was 75 rupees more. The encumbrance was actually 60 rupees, which is clearly printed on the encumbrance certificate. But the guy collected 120 rupees from me. Since I needed two copies of sale deed, I paid 640 and then 120 for encumbrance.
When I challenged the guy to provide me with a receipt for whatever I had paid, he was very reluctant. That’s when I sensed something is fishy. He ultimately gave me some form of a receipt for the subset of the amount. I decided to challenge him and he didn't want to take the discussion too far. He ended up refunding all the extra money he took!
For people who dont challenge these guys, they would have ended up paying the extra money. The department should clearly display the list of charges so the public is aware, else people will continue to suffer
